Expensive result of cost cutting

Car Tires 'Made in China' have in average a 24 % longer braking distances, than the average of tires from renowned tire makers. Translated into a practical example this can result for example to this situation:
- Car A with branded tires from Michelin, Conti, Metzeler or such manages to brake in an emergency situation from 55 kph to 0 and doe not hit the bicycle rider
- Car B with tires named 'Lucky Year' brakes in an emergency situation hits the bicyclist with 30 kph ~ 19 mph on the clock.

I'd think that the same applies to MC tires. I've noticed that many (most?) of the new crop of cheap scooters (from Korea and China) come with tires of unknown origin. For the most part, these are only 50cc scooters - so I don't expect them to break any speed records :D However, as the main purpose of a scooter is urban riding, you've got to wonder what would happen if you got a blowout in traffic at rush hour?

Plenty smaller bikes here with Chinese tires, many of them are used for jobs like courier service. Even if money is tight, it often is the first thing they change. E.g. the little Suzuki, comes with IRC tires. If they crash the bike, they may end up paying a loan for something that does not exist anymore, and which was used to make a living.
